The film revolves around Devi Lal Singh (played by Salman Khan), a highly intelligent but adventurous man who constantly seeks excitement in his life. Devi, also known as "Devil," believes in living life on his own terms and finds joy in doing the unexpected.

Devi's life takes a turn when he falls in love with Shaina (played by Jacqueline Fernandez), a psychiatrist who is drawn to his charm and carefree attitude. However, Shaina is initially unaware of Devi's alter ego, the masked vigilante who performs daring robberies and heists to fulfill his desire for adrenaline rushes. He uses the stolen money to help people in need and donates it anonymously.

Meanwhile, a determined and persistent police officer, Himanshu (played by Randeep Hooda), is on a mission to catch the notorious thief who has been wreaking havoc in the city. Himanshu becomes obsessed with catching Devil and uses all his resources and intelligence to track him down.
